Unfortunately, on a fresh installation of SQL Server and Visual Studio 2019 with SSDT and the Integration Services templates, the following error might occur when trying to place the custom task into the control flow:

Cannot create a task from XML for task "", type "" due to error 0x80070057 "The parameter is incorrect."

This very likely signifies corruption in one of the SQL Server shared features and can only be corrected by repairing the SQL Server installation. Note that only the shared features need to be repaired, not the entire SQL Server installation.
